Hello ,
You need to download the required executables ( TP , R3trans , R3load and SAP kernel ) from SAP service market place. Path is ' Software Downloads -- > Support Packages ---> Download Catalogue ---> Additional Components' . You need to have an Service Market place id in order to log in to this site.Download the tools which adhere to the release levels of your SAP system as well as OS and DB.
All the above executables are located inside /usr/sap/SID/sys/exe. Please take a backup of the entire exe folder before you try changing any of the executables. After taking a backup of exe folder , stop your SAPINST / SWPM . Replace the executables by using the utility SAPCAR which is already there in your exe folder. You need to do this from command line utility.
Once you complete replacing the executables, start up your SAPINST Tool and then retry.
BTW. Did you find out which package has failed from your import_state.properties file.
