As per your initial post what I am getting is,

1- You are trying to connect to the Sybase database without starting it up. As you mentioned in the post that you have fired the 'shutdown' command inside the database which brings down your database.

So as in the Mark A Parsons 's follow the steps:

--start the database

# startserver -f RUN_<dataserver_name>

to confirm

# ps -eaf | grep dataserver

OR

# ps -fusybase

---then try to connect to the database.

# isql  -Usapsa -S<dataserver_name> -X

1> sp_helpdb ---------------------------to verify that all the DB's online/offline

2> go
